The funicular and the Colonel

Here’s an interesting photo that shows soldiers of the Swiss army sitting on a trolley of a funicular. But what may well be this funicular? However, an indication helps us to know a little more when we learn that the military, who sits on the highest seat of the funicular, is the Colonel Alfred Audeoud commander of the 1st Corps during the war 14-18.

Colonel Alfred Audeoud was born August 16, 1853 in Geneva and died November 19, 1917 in Locarno, Ticino (Switzerland).
This allows us to date the photo and the funicular … 1917 as the most recent date.

Presumably this funicular was built for a military fortification to defend the territory during the 1914-1918 war.
This is a plausible hypothesis.
But what would be the fortification? Is this really a military funicular?
Pierre Audeoud, the owner of this photo, is the nephew of Colonel clean Alfred Audeoud but he does not know himself when this photo was taken or where.

This is not a quiz because I do not know the answer myself.
In advance thank you for your cooperation and your lights …. 😉
